正當1960年代TOYOTA的Publica和NISSAN Sunny在日本造成轟動，剛起步的HONDA二輪部門決心創造截然不同的產品，並將許多賽車經驗注入，小巧的Civic就在這種理念下誕生。
有了第一代成功的案例，加上全球石油危機在美國造成轟動，HONDA早在1977年便開始規劃後繼車型，延續經濟好開的原則，乘坐空間提升的第二代車型終於在工程師的努力下，於1979年問世。
第二代Civic在1979年9月推出，HONDA取名為Super Civic。在車型上有三門、五門掀背車、四門房車、旅行車等四種。第二代Civic在外型最明顯的改變就是尺寸的增加，為的就是彌補一代車款在內部空間上的不足，所以軸距共有2250mm與2320mm兩種，車身尺碼則為3870×1580×1350mm、3830×1580×1350mm。內裝鋪陳以簡潔又動感為速求，倒V型方向盤、單眼式儀表、空調、電動窗等都列為配備之列。
動力方面總計有1.3L和1.5L兩種直列四缸CVCC-II的SOHC單化油器引擎，分別可發揮72hp/5500rpm、80hp/5500rpm馬力及11.0kgm/3000rpm、12.3kgm/3500rpm扭力輸出。變速箱方面，Super Civic在手排設定方面也全數改為五速設定，相較於第一代的四速變速箱追加的超比檔能夠保有更佳的油耗表現；同時還提供一具三速自排變速箱給消費者選擇。
值得一提的是，當時HONDA將第二代Civic雙生四門房車Ballade授權給英國ROVER集團製造，當時ROVER是以Triumph Acclaim來包裝，也開始HONDA在英國製造的淵源。第二代Civic到1982年底準備改朝換代時已製造300萬輛。
